Abstract
Substitute service, in tandem with the regular military service,
was put into effect in 2000. More than16,000 young men have chosen
substitute service over the past two years. The new measure can
be declared successful in that there have been no reports of any
misconduct. But there is still much room left for improvement.
One example will suffice: More manpower must be assigned to private
hospitals and sanatoria.
Meanwhile, time is not ripe yet for Taiwan to start an all-volunteer
army. The most important thing is to continue to upgrade the quality
of the cadre.
