Abstract
Questions have been asked whether it would be right to consolidate
the Council for Cultural Planning and Development and the Sports
Commission. A suggestion of this merger was made in a report about
government reengineering.
The author, a former chief of the Sports Commission, says that
almost all nations maintain a cabinet-level sports agency, with
most combining youth and educational affairs and some jointing
cultural matters. No sports organizations from two countries are
entirely identical, each being formed by taking into consideration
of disparate traditional heritages and political or economic needs.
In terms of management, the sports organization can be classified
into three types -- centralized, decentralized, and mixed.
The trend has been moving from both centralization and decentralization
toward mixture, with the aim of attracting participation of other
sectors of society, trade and civic organizations in particular.
Futher examinations are needed before a final decision is made
with regard to the said consolidation.
