Premature Death of Budget System

Abstract

Due to an economic downturn, the government's annual revenue receipts are seriously decreasing while its yearly expenditures cannot be cut, resulting in rapid aggregation of debt balances. Therefore, to control the abnormal situation, the government is seen to have either falsified the account titles, hid true amount of expenditures, resorted to illegal spendings, or diverted the public fund to any other purpose wantonly. This will definitely hurt profoundly Taiwan's financial condition. And this is something that cannot be taken lightly by the government authorities.

Taiwan's financial problems must be solved before its economic competitive edge can be upgraded. And the first important job in solving the finacial problems is to stop any conduct that may destroy the budget system.
