Five 'Shoulds,' One 'Should Not'

Abstract

While the island is observing Labor Day on May 1, one must bear in mind that the age of low unemployment rate will never come back again. Therefore, the author offers a proposal of what he calls "five shoulds and one should not" to the govenment and the private sector with the aim of constructing a strong "social security net," whereby both employers and employees are benefited.

To create an environment where workers can be employed "without obstacle" is to be served as the main shaft of the 'five shoulds' which are composed of:

  1. Helping the weak with work skills by professional training to ensure their sustained employment.
  2. Studying effects of information technology and electronic business on the labor market and taking precautionary measures accordingly.
  3. Tackling problems centring around 'non-typical work types' and work sites.
  4. Setting up a social insurance and wellbeing system that takes into consideration workers move among different businesses on a constant basis.
  5. providing by the government a network full of employment information and related services.
    The 'one should not' means not to forget that importance must be attached to a continued strenthening of the "social security net" while efforts are being made to "fight to the bitter end for a better economy."
